
-Background
In 2019, School Mental Health Program (SMHP) was added as the 6th flagship program of Oplan Kalusugan sa DepED (OK sa DepED). This focuses on the decree of the Department of Education under the Republic Act No. 11036, otherwise known as the “Mental health Act”. With this mandate, the WE CARE Program was formulated and breathed into life with the aid of a few partnerships such as the Philippine Mental health Association – who conducted an exclusive training for the SMHP Technical Working Group in 2020 and helped in drafting a manual to be utilized in all public schools of the Division. The WE CARE Program (wellness, engagement, coordination, advocacy, resilience, and education) is a local proprietary program of the Schools Division Office of Quezon City particularly the School Mental Health Program of the School Health Section. It focuses on the core components of the following – Prevention/Education, Assessment, Early Intervention, and Referral.
- Vision
A Division where the entire school populace is lessened, if not free, of social stigma on individuals who seek help for mental health issues, significantly reduced cases of mental health disturbances, and have an easy access to mental health services.

To educate, assess, and protect the mental well-being of the entire school populace with sustainable and integrated interventions for a stress-free learning and working environment.
